Has anyone had a coat made for them?

If so, where did you get it done? I’m thinking wool or a wool blend coat.

It’s an unfamiliar question. Even Savile Row tailors making suits for men and women generally offer coats off the peg.

Is there a particular issue you’re hoping to get round by having a coat made for you?

I have, but it was a lightweight wool crepe duster type of coat.

If you want a winter coat, you would need someone experienced in tailoring. You would also need suitable fabric etc and a decent pattern.
I'd buy off-the-peg.

For women’s (and I haven’t used any of them) - there is a range depending on budget from people like Stewart Parvin to Gormley and Gamble (on website coats are about £2,000) to finding a local seamstress and a pattern to work from.

I've made my own - trench coat style in navy wool.

If you have sewn clothes yourself then you could give it a go. If you haven't sewn clothes before I probably wouldn't start with a coat.
