What brand makes the smallest clothes for grown-up women

Decades ago I would buy a size 6 and it would fit but now although I’ve stayed the same size and shape I now find size 4 too large . This is particularly so with trousers/jeans unless they are skinny jeans containing loads of lycra which I don’t really like as they often sag as the the day progresses. I’m 5’3 (so petite is generally too short) and measure 32-22-32. Children’s obviously no good because they are too short if I get the hip measurement correct (age 11 to 12 ) and also children’s bodies are straight up and down which I am not.
Just because something has a size 4 label on it doesn’t help at all. My dream would be to be able to buy a pair of a classic bootcut jeans with no rips, whispering etc. So where do other women with similar proportions buy reasonably classic well-made clothes from.
I have no intention of shelling out for designer clothes.

Clothes sizes have got bigger. I have size 8 Zara trousers bought years ago that fit snugly - the size 6 Zara trousers now are often gaping.

Its also because clothes are made more and more cheaply in an effort to maximise profits - even the more expensive brands are no guarantee of quality. I have H&M clothes from 15 years ago that are better quality than £200 Whistles dresses now.
This means designs favour looser cuts, shirred waists, longer lengths etc as they will fit more people. Customers will buy something that's too long (and have it taken up) but won't buy something too short.

I tend to stick with Mango and Zara - its hit and miss but both do size 32/4 in some trousers and xs in tops, that are quite small. Much smaller than Whistles, say.
I also have trousers from &Otherstories in a size 6 - length had to be taken up but waist/hips/zip length all fit.
H&M also do xxs/4 in some clothes.
