Fussy Pre Teen Occasion Wear

So we have a family wedding at Easter and need to get my 11 year old twins an outfit each.. one is very ordinary woth clothes taste for her age and has picked out several lipsy and ted baker dresses she likes. The other is much less girly and am struggling to find something we agree on! (She wants to wear leggings and her new Air Jordans..)
The list of requirements is as follows...

1.No dresses or skirts. Maybe a jump suit but ideally top and trousers.
2.No flowers or frills.
3.Must have sleeves, short or long but not strapless
4.Must not be "too girly" but also "not boys clothes"
5.Ideally red, blue or black But think other colours OK too.

She is tall and slim and in age 12-13 in most clothes. I think she could probably get away with very small adults clothes maybe like a 6 buy I haven't tried.

Hit me with your ideas or even shops that you would recommend taking her too. I just have them so no pre teen girl experience since the 90s when i was one!

Try River Island . I think the girls section goes up to age 14. Also try Zara kids they usually have a section with "party wear" clothes that she might like.
