How does this dress work?

I've just spotted this Uniqlo merino dress which I like, But, I can't work out if the stole / hood / scarce is attached or not. The description seems to suggest that it is, but I don't see how it can be if it can be used as a scarf around the neck??
Am I just being really stupid?

Is this it? I don't think it is attached. It says that it can be worn around the neck or waist.

I love it! But I don't like the mustard colour, the other colours are sold out.
