Recommendations for hypoallergenic skin care and/or brown eyeliner and mascara please!

I've been using the same make up and skin care products for years. But earlier this summer my face seemed to decide that it didn't like something and I ended up with puffy sore watery eyes and red dry horrible skin.

The doc prescribed Antidry wash and a cold cream moisturiser and things settled down. I also have an Antidry moisturiser too as the cold cream is way too thick and greasy to wear under make up so I use a small amount of the the Antidry moisturiser day and night

And I do need make up. I don't have the confidence to go without, but more and more it seems to just slip off my face and I end up with eyeliner all over the place within a few hours of applying it. Whilst my skin is definitely better my eyes are often still watery, you know where they just feel a bit damp in the corners all day... I keep looking like a right mess at work with black smudges all over my eyelids all the time and I refuse to put down the eyeliner,, especially as I've used it with no probs for years!!! No amount of primer or eye shadow seems to prevent it and I have also tried without any moisturiser at all to see if that is the problem, but doesn't make any difference.

Is it the Antidry wash and moisturiser (it's quite thick and oily) making my skin overall too greasy to hold make up? Is it that I've become too sensitive to my long-standing make up? Is it just bloody age (mid-40s)?

So this is my long winded way of asking for recommendations for hypoallergenic skin care that will not make my eyes water, and will not make my skin greasy, as well as brown liquid eye liner and brown mascara that stays put and is, I guess, also hypoallergenic.

I have sensitive skin and through a lot of trial and error found that Caudalíe skincare products were ok for me. They are quite expensive though so I'd see if you can get testers! I found that a lot of the products that were recommended (eg la Roche Posay Toleriane) left a coating on my face, so if I rubbed it the moisturiser would peel off.

I have ocular rosacea which started with runny eyes. I am on weak steroid drops for it but even with that I can't wear eye makeup any more. I persevered for a bit and had some success with a Chanel waterproof eyeliner. Now I just use some brow pencil and curl my eyelashes! I use a mineral powder base on my face (Bare Minerals or Lily Lilo) which doesn't cause a reaction.
