Balayage/Highlights - extras?

If you have a balayage/highlights at a hair salon, do they make you have a cut or blow dry as well? I've called two salons today and both are saying that rough dry is not an option and I have to pay for an additional service. Blow dry is £37, cut £70, on top of £140 half head.
I can't remember this happening before but maybe I just didn't notice. These are outer London salons.

Cut, no but blow dry yes. You can't assess the results properly if you walk out with damp, unstyled hair. Once all the hairs are styled into place, you can see if the colour service is to your satisfaction.

Oh right, that explains it. It's just that I think a blow dry has always just been included in the price previous times in my experience. It's not really an add on if it's mandatory.
