Did I make this up, or is it a thing to get black dots tattooed on your waterline to give the illusion of thicker lashes?

I know I didn't make it up but I can't find it now. Was it a brief madness?

Tiny black dots along the top waterline makes it look like there are more lashes there?

There was a kind of eyeliner stamp with three ‘prongs’ so you could make the dots yourself
