on line order boots

made an order for a product - package arrived empty.
who is at fault boots or post office.
i informed the post man immediately- that the jiffy envelope was empty.
he told them and returned the jiffy bag ( still empty )
i have now contacted boot.
i pay £25 for this item.

Your contract was with Boots and that’s who you need to take it up with. The delivery company is their problem to deal with if necessary, in the meantime they need to either fulfil your order or refund you.
