Not sure if it's a dress or separates but I love it! No joy with a reverse image search- does anyone recognise this outfit?

That was the first thing I tired as per OP

On closer inspection I'd say it is a dress - on second pic you can see hints of an applique type feature which covers the waistband and top section. Otherwise I'd have been confident it was separates!

Where the imagine from? I'm sure I've seen something similar on SHEIN as a copy of the TommyH one

I think it's home made.. either a maxi skirt or trousers of some kind...on Elastic waist band.
It's the Bolivian flag colours if that helps.

It looks like if you look on the other picture that there’s a glitter part on one side maybe with a bird on it?

When I looked online it seemed to say Tommy H or Shein but maybe someone had made it or had it altered?
