Winter waterproof and windproof jacket

I could My My 90s GeoGortex and fleece out (the 90s are coming back aren't they?) but really I could do with a new jacket.
I spend my days outdoors in all weathers and live up north but not far north. It's frequently windy, raining and I'm fed up of getting soaked. It doesn't need to be very warm as I get too hot from all the walking, but also warm enough for when I'm standing around in the playground or at bus stops and on station platforms.
I'd love something in cobalt blue and less than £100. Not down as I'm allergic and also from the animal welfare aspect.
I'm probably asking for the impossible I know!

I have a long wool "posh" coat but it looks wrong with walking boots and jeans.
I have a Seasalt knee length supposedly waterproof but not warm coat. Like the Janelle I think it's called but without the fleecy lining.
I have a Superdry, or rather superwet windbreaker jacket that's no longer windproof and appears to have grown over the years.

Can anyone recommend anything for me please?
