Another coat one- need help!

I need a new winter coat as for the first time in forever I’ll be using public transport to get to work

criteria
good for layering
shower resistant, ideally water proof as umbrellas always fail
warm
versatile both in terms of colour and work and casual wear (aka can be dressed up and down)
id like a hood for the rain
not fast fashion

anyone ?

I love sweaty betty coats, the stride parka might suit although it isn't a padded coat, it is quite long and always keeps me dry. I think they are doing a fur lined one now though.

It's not a coat I would turn to on freezing cold days but it is pretty water and wind proof so with a jumper underneath it does the job. I'm 5ft2 so it's quite long on me which helps. I've got the blue colour which is smart enough to wear out of an evening but I wouldn't wear it out out.
