Warm waterproof coat

Any recommendations for waterproof (not water resistant/shower proof) but also warm, ideally longer length coats for teen DD please? Brands to look at?

Thanks! It says no insulating properties. Are they supposed to buy a fleece layer for underneath? The waterproof layer is ££ already!
