Wear anywhere dress for a shortie trying to curate a capsule wardrobe

I'm searching for a dress that I can dress up and down, that won't date too quickly and is petite friendly. I'd prefer navy, perhaps shirt dress style and mid length so it can be worn with boots and sandals. I'm having no luck and am hoping that someone may be able to inspire me. Thanks!
