Hair colour patch testing - new law changes?

I went to my hair salon this week and was told the government has changed the laws on hair colour patch tests.

I was told there are now two options -

  1. Patch test must be done in salon and customer must wait 45 minutes to see if there is a reaction (completed every 6 months)
  1. Apply a colourstart patch (£10 cost) which is completed at home and you do not need to do a patch test again unless circumstances changed e.g pregnancy

Has anyone heard of these changes? I tried to research online but haven't found anything. Just curious is to if this is true as i cant imagine salons enforcing these rules especially people sitting for 45 mins waiting for the tests ?
