Would Botox/filler help with the bags/vein under my eye?

Very blurry photos, but no.

Botox will freeze muscles so you won't get any there.

I think you're after tear trough filler - which could help as it's to plump up the under eye area, however it won't disguise any veins.
It's also worth noting that tear trough filler comes with the risk of lumping (as does filler anywhere) so could make the texture worse rather than better, if texture if what you're wanting it for.
