I'd say it depends on their style. I have one (in my 40s), but actually don't wear it that often, as I find it can be quite annoying. Tend to use it when WFH as an extra layer.

A cashmere jumper may be a better bet?

Hmm I'd prefer one in a neutral like grey or beige but I'd happily accept a bright blue one too.

A cashmere poncho will probably be quite lightweight. My mum bought me one and I swapped it for something else as it didn't really keep me warm.

I'd prefer something else like an oversized jumper.

I have a lovely cashmere poncho but not sure I'd have loved it so much at 28. Giving the receipt with it sounds like a good idea. Sounds like a very kind and generous gift.
