Hair issues

Hoping to find some advice from any hair dressers , thanks for reading !

I've been transitioning to my natural grey for about 2 years , having some blond highlights with a silver/ grey toner to make it less painful to the eyes , it's been ok 🤭

I'm probably about 60% grey now , just need the back and the very front bits to match up with the grey at sides and top , got a messy pixie so cut regularly, I usually do cut/tone x2 visits then highlight next visit with 5 weeks in between

Last visit I did notice my usual silver toner did not seem very grey and actually said to hairdresser " my hair looks brown " didn't think too much of it

This visit I've had a good cut , my usual highlights and then the grey toner .. my hair is my natural colour which I've not seen for a while
Light brown with a hint of warmth which I hate .. no silver / grey tone at all

Is it possible for hair to become resistant to hair dye , even virgin hair as cut often ? Why has it stopped taking ? I really don't like warm brown with grey patches

Sorry that was long 🙄🍿 anyone offer any advice or guidance , Google not that helpful for this one
