Does waxed hair grow back softer?

As someone who has always shaved and never fancied waxing, I am starting to consider it because the hair on my lower legs has become extremely bristly and basically just grows straight outwards. (I've tried leaving unshaven for long periods in the winter and it doesn't get any better).

The hair on my arms (never shaved) and legs above the knees (rarely shaved) is fine, soft and lies flat so I am blaming the regular shaving for leaving the blunt hair ends. So if waxing pulls the hair out at the roots, would it allow me to 'start again' and get the hair back to its natural state?
