Help me find this dress!

So I was on the train today and saw a lady wearing a gorgeous dress. I’ve been Googling and can’t find it! It was a royal blue colour with black shapes which looked like small rectangles. Sort of a tired smock dress but went in at the waist and had elbow length sleeves quite loose. Any ideas?

It was tiered not tired!!!
