Dresses on which waist is not too high

Hello. I want to get one of these flowery maxi dress type things, but have a real problem with getting dresses to fit. The waists are always too high. I'm not hugely tall (5'7"), but do have boobs which are bigger than the rest of my frame (size 8 but with D cup boobs), which probably make waists ride up higher by taking up material. Does anyone else have this problem, and can you recommend places to get dresses with lower waists? Many thanks.

I have the same issue and i'm the same height as you. I got a couple of dresses from Joe Browns which have the waist at the waist. Also I've found wrap dresses to be great for this as toy can tie at the natural waist. Here are the two I have.

Sometimes sizing up helps but it depends on the style of dress

I have this wrap dress and it's lovely on, a really nice shape.

Just my normal size. I normally have to size up in things that button up the front but Joe Browns stuff is quite roomy so it's fine (for reference I'm a 32gg)
