Hairdressers... What exactly is "messy layering"?

I had my hair cut in February. I took a photo of a layered haircut and asked that the ends were "feathered" like when you use the thinning scissors on the end and gives a slight texture.

The hairdresser layered it and said she did "messy layering" her words. What I ended up with was random short and longer lumps of hair everywhere. My hair is very fine and now looks so thin and no body.

What is the correct term to add a little bit of texture to say the last cm of hair without totally wrecking it? I feel it now needs to grow to sort itself out a bit.
