Highlights too white

Had my hair highlighted with a mixture of bleach and a brown, trying to get to a dark blonde. Around my face a few of the highlights are way too white.

What's the best way to fix this? Would going back to the hairdresser and getting a toner put on darken it? A toner was put on but I'm guessing maybe for not long enough.

I don't want to use purple shampoo as it's so light I think that will turn the hair lilac

A toner gets rid of brassiness, so makes it cooler shades. Not sure this is what you want?
Colouring hair isn’t like mixing paint…you can’t just put bleached highlights into brown hair and magically get dark blonde. Unless from a distance!
Did you take a picture of what you wanted?

It may need breaking up with more lowlights over the bleach. A toner can add depth and tone which will gradually fade back up to the blonde, but also note the highlights will be just as wide, just darker/more warm/cooler
