Growing out short hair - help!

I have fine hair (and a bit of thinning) and I'm in the process of growing out a short style. I've got enough length for a ponytail but it's horribly thin and I still have shorter layers that aren't quite captured by a normal hairband.

Before I abandon the idea, are there any good accessories that could help?

Hairband, headbands, scarves and try mousse, gel, putty, clay (hair stuff) on it. Maybe on next trim have cut more one length.

You may also want to think what to do when it’s grown eg into a bob.

Me years ago had layered sort of wedge cut, grew out to bob length but got permed a la Emily Lloyd in Wish You Were Here film.

I loved growing out all my shorter cuts actually!

What’s your goal? With fine, thinning hair I think I’d be keeping it short.

The goal is to have hair sufficiently long to tie back when required, sometimes I don't always have time to properly style it when short and being able to tie it up for work is a godsend.

Just be aware that fine, thinning hair needs to be treated very gently and tying up in a ponytail might not be the best option as could result in further thinning. I use Viviscal supplements twice a day and it does make a difference. Good cut, kept short and gentle handling (Lukewarm air to dry and low speed) plus specialist products has made a difference. If your determined to grow out then a short bob might be your best option.
