Comfy shape wear?

I need something for under a dress where I need smoothing out. I've got chuckling shorts length ones and shorter ones but they both roll down leaving me with another spare tyre after an hour or less.
Would an all in one be better? I'm a generous 14 with a massive belly

I have a sort of all in one number from Skims. It has a built in bra and shorts. I love it as no digging in and it's very smoothing.

Looks good but Yikes that's a bit pricey for me pre pay day. Maybe one for February. Is there anything anyone knows at a lower price point. Maybe I should just wrap my middle in cling film and pull it right.
