What make up would suit my eyes?

I have dark hair, fair skin. My eye lashes are short and eye lids are quite hooded. Eye liner can be hard because of the hood. Eye shadow sort of disappears when my eyes open. I'd really like to learn how to do eye make up to open my eyes a little.
