Saw someone wearing a lovely skirt - short black velvet with a 2cm approx gold braid near the hem. Any ideas please?

Braid or fringe?

Braid I think. Not right on the edge but a few cm up from the hem.

What styl was the skirt? Fitted? Any pleats?

I think it was fitted, slightly A line
