Problem with Mint Velvet gift card

It's my birthday today and my brother and his wife very kindly sent me a Mint Velvet gift card. I think they'd bought it online rather than in a store judging by the address on the package that I received. I had the day booked off work and had wanted to go shopping as its a fairly rare treat.
I found something I liked but the gift card wouldn't work. At first I thought the people couldn't work the till properly as it's a very new store. I was kept waiting a long time. Then I was asked to do some other shopping and come back in about 15 minutes. When I did I was taken to one side and told the gift card hadn't been activated yet. This strikes me as very weird. It had arrived the previous day or even the day before that and as it had come by post, they'd presumably bought it some days ago. The person in the shop took my name and phone number and said she'd ring me when the card was activated. I'm concerned that I'll never get my outfit and that my brother and his wife have paid quite a lot of money for something which I'm not going to be able to use because it wasn't set up properly.
How long would you give the store to sort it out and would you and any point say anything to the sender?
