Saggy eyes...best eyeliner??

I've got an old and saggy face with old saggy eyelids. 😳
I've been so boring all my life with my make up and I'd like to get a really smudge proof eyeliner - liquid or powder or stick. Something to smokify my eyes (patent pending on that word!!!). But all of the ones I've used seem to just get rubbed off super fast.
Any suggestions? Xx

I had semi perm eyeliner 2 years ago - starting to fade now and thinking of getting a top up next summer, It was black I got and it has actually got a blue/grey tinge to it now so think I'll mention that next time to my therapist to see if there is a better alternative.

I found it quite painful, to be honest, but over within about 40 mins and was really pleased with the results once the bruising had gone down, overall worth getting it done if you can afford it, think mine was around £200 too.
