Yes you can.
Colour "rules" are for lazy people. Anything can go together, depends on how shades of colours compliment each other and your completion, and how clothes fit you.

Search "navy black outfit" on pinterest, there are plenty of very smart example of navy black combo.

I personally had black jeans yesterday, with a navy boxy shirt, and black boots.

It can work yes but that outfit sounds a bit blocky. Accessories will make the difference. 'Rules' can be broken but usually exist for a reason. I think black trousers with a navy top can look great or dark blue jeans with a black top.

Whatever you are comfortable with. I personally hate navy and black together, but that is just personal choice. I like brown and black together though.

I think the problem is when they're too close and look like a bad match. If the navy isn't too dark, and they're different fabrics, they can look great. I have a simple outfit I love of either black suede trousers or slim cut jeans with a navy silk t shirt and navy cashmere jumper.

Navy and black together can look very chic but I worry that matching cardigan to shoes might look a bit naff. As PP said it often works better with tips and bottoms. And depends on the shade and materials. And accessories to tie it and make it intentional. Post a photo and people will tell you whether it looks chic or not!

I wore it and it worked! Dress had a pattern so it wasn't blocky. I'm such a rebel breaking the rules 🤪

I think it’s a dumb rule, because I love navy but don’t want to be head to toe in it. Does it count for shoes too? Are we supposed to buy navy shoes?
