Waxing - what am I doing wrong?

What am I doing wrong or is this the same for everyone?
Whenever I have my legs waxed, when the hairs start to regrow they are trapped under the skin and it's horribly itchy! I've tried exfoliating before waxing and regularly afterwards but it's always the same. Is there anything I can do about this or should I just give up on waxing because it's not worth the hassle?
I have really fast growing hair so waxing spares me having to shave every day, but the itching Confused

I just came on to say that you should consider IPL, it's painless, no ingrown hairs, and it reduces the hair growth considerably if you're the right skin and hair type. A bit expensive to buy the machine but if you're getting waxed regularly it's probably cheaper in the long run.

I think I am going in the direction of hair growth, but mostly I've had it done in a salon so I've assumed they do it right too.

IPL - is that like laser treatment? Is it permanent? I have pale skin/dark hair which I'm told is good conditions for laser.
