Urban Devay do them, I have a bright emerald green one though it doesn't transfer that colour on my skin tone but if you are white, it probably would.

Other good options for colour pay off are something like the MAC paint pots though I don't think they have the vivid green you are after.

I was going to say Urban Decay too. They're good for that sort of thing.

I got a pen one from Avon, it has a corrector at one end. It’s really good!

Avon glimmer stick. They’re great, easy to apply, last well and smudgeable if you want that look. They seem to range in price from about £6 and sometimes half price.

The glimmer sticks are £3 just now which is really good if you want to try. The emerald looks lovely and there’s a blue one I like too. Urban decay do vibrant colours and Barry m is another cheap alternative you could look at
