Awful dandruff

My partner has terrible dandruff. He always has. We've tried t-gel and nizoral and neither seem to help.
During lockdown we shaved all his hair off thinking it would help but it looks even worse now!
He doesn't find it itchy, and he's a clean man, but he works in hospitality. They have recently changed the uniform to dark waistcoats and he's so worried it's going to look bad.
Does anyone have any tried and tested remedies?

Can you not speak to a GP?
I've recently had an issue with dry skin on my head and the pharmacist told me to use T gel for 3/4 weeks and if no difference call the GP.

Polytar is excellent....way stronger than T gel and Nizoral.
