Is it excessive to clear my sock drawer out every year to make way for new ones??? I think I have slight sensory issues and hate tight socks on my feet so I like them when they are new and stretchy which really only lasts one season or year.

Once a year seems fine unless you've an overflowing sock drawer. If you have a few pairs of socks and wear them throughout the year and then use them for rags maybe after (I do this, use old socks and underwear to scrub those horrible places where they'll build up so much dirt they're not salvageable. Alternatively if theyre in good condition you could put them into a charity bin perhaps (not sure if they take them )
