Patchy bleached hair , help !

My daughters had her hair bleached at the hairdressers before , she went back to a more natural colour before uni
In lockdown she fancied going bleached blonde again so we’ve done it at home , it’s patchy so we’re looking for a solution !
Read about pre pigmentation but we don’t want to make it any worse .

Has it had a toner put through it?

Not yet but box included after care satchet which has been applied giving similar results to a toner ( we think ) we also have some white toner which we haven’t used yet
