Hairdressers, advice please!

My hair is naturally dark brown but I’ve had many sessions of full highlights. My lengths are a pale creamy blonde now.

Due to salon closures I have missed out on two appointments, was supposed to get a root tint in March and then refresh my highlights in June.

I have 7 months of regrowth consisting of virgin hair & past root tints so I think a full head of highlights would be better to completely brighten me up. Especially as salons are opening in July at the earliest, so it would be at least 9 months of regrowth by then.

The problem - I don’t want my lengths to be bleached again because I think I’d reach the point where I’d get breakage, it’s light enough where a toner or bleach cleanse would be sufficient. Would this be possible with a full head of highlights or do you have to overlap the bleach on my lengths?

You just need to get the highlights on your roots, unless I have misunderstood something. Then a toner all over will "clean" up any variations in colour down the lengths.
