4ft11 9 year old clothes

My daughter is tall and thin and growing out of her clothes by the hour.
148cm puts her in 10/11 year old for length. But the waist and hip are miles out. 57cm waist, 68cm hip makes her closer to a 7/8 year old. I can cope with baggy waists, but hips that are 15-20 cm too big are crazy. Please help with shop suggestions or style. Thanks in advance

H&M for leggings, which are paired with long/oversized tops.

This is what DD lives in

Dd1 the same. She can look me in the eye now.

H&M leggings like the previous poster. Shorts in a size down so they fit on her waist (she likes shorts and tights when cold). Skirts.

She's used to stuff swinging round her waist tbh.

Dd2 is skinnier but not as tall. She likes sporty stuff which has decent stretch so can size down.

Basically H&M for most stuff except uniform for them both.
