Bright blue breton, then added puff sleeves

Oh I really liked the patterned blouse that Kathy Newman on Ch 4 news was wearing on Wednesday or Thursday. Very patterned on sleeves, collar and sides, but plainer at the front, which calmed it down. I wondered where it was from.
