Misguided sizing?

Just bought a long floral dress but could only source an 18, whereas I'm a 14/16. Do they come up small?

No I think they come up VERY big. Everything I’ve brought from them, multiple styles and different orders, has been a jumble of sizes. I won’t be buying again
