Affordable but effective eye cream

Being in my 40s, of course I have wrinkles and sagging eye lids but I think part of the problem is that the skin around my eyes is simply dehydrated. I don't want to spend a lot but do you have any eye cream recommendations?

I was just thinking the same thing, I’ve been reading vit c and retinol are good, but I’d love some recommendations

I am a few days in to using Kiehl's creamy avocado eye cream (one of very few rated by Sali Hughes who errs towards saying eye creams are a bit of a waste of money)
That's a hydrating one.

La Roche Posay do a retinol containing one called Redermic. I've had samples of it but tbh, my biggest eye issue is dark shadow rather than lines.
