what is 'Smart Casual' for a restaurant/bistro

The internet is confusing!
My partner reckons nice jeans & a polo shirt is ok for him (although he did end up having to nip to primark to get some bad pants at Christmas for works drinks with the same dress code...)
I dont really do 'smart' very well. If got some nice dresses, but would be much more comfy in smart jeans and a nice silk blouse, wedge ankle boots... will that be ok?
We've got a 6:15 table tonight for the early eve menu, if that makes a difference.

Jeans and a silk blouse sounds great. What was so bad about the Primark pants?

thanks all. Jeans and blouse was fine. There were defo scruffier people in there than us!
The primark pants were just the cheapest 'work' pants he could buy, as he didnt actually need any more work trousers, they are pretty ugly !
