Chelsea boots and jeans

I think I may have been wearing these wrong The jeans are slim fitting but not tight enough to be skinny ones. I'm short so there's a few wrinkles at the ankles. Are they supposed to go over the top of the boots? Or are they supposed to be turned up and sit at the top of the boots? 43 and don't know how to dress myself 😩

I would wear them slightly turned up so that there is a wee sliver of skin between jeans and boots. It's how I wear them with skinnies.
