Outfit for 40th

Looking for something to wear to a night out for the above.
Budget £50 max I'm afraid
Preferably a dress but could do a jumpsuit
Requirements - not sleeveless, I don't like my upper arms, not showing my back, I have scaring, preferably scoop or v neck as I don't suit high neck, happy for it to be low cut or short but not both.
I'm 5'4, brunette, size 10 but muscular
Something sexy, sophisticated and classy but not bright or loud please!

I have this dress , it is also available in regular size . It’s a wrap , nice material and not ott party but is quite dressy

I absolutely love this outfit but the trousers are out of budget and I can't find any with that heavy material in budget
