When to use toner?

Bought some Vichy toner after some recommendations on here to help clear up hormonal spots. I've never used toner before. Do I use it in the morning or in the evening? No idea!!

I use it morning and evening, after cleansing and before moisturising

I never cleanse on a morning. I just splash my face with water before applying sunscreen. As someone with oily skin I've learnt that constantly cleansing the oil off causes it to go into overdrive. I do all my skincare at night and my skin looks better than it has in years.
