Non-bodysuit vests for very small (preemie) toddlers

My twins were born very early and as such a really tiny toddlers. They've just turned two but have only just gotten into 9-12 month clothes (and actually my DD is still straddling 6-9/9-12).

We plan on potty training soon as they seem ready and we want to get it done before our third comes along in May, but I'm struggling to find vests/undershirts for wintertime that are their size and don't have poppers/are bodysuits.

Does anyone have any recommendations? Or is the solution just to bundle them up more? I do quiet like them to have a base layer because of how little they are (they're not hefty 9 month sized 2 year olds, they're little dinky mites :/ ).

polarn o pyret have some, but they are thermal tops (so longsleeved) rather than vests

H&m? Not sure size they start from, but I've got a tall (but skinny!) toddler and these fit him the best as they are kind of a stretchy rib fabric so don't hang off him?

Normal vests for children -no poppers- in the little boy/girl section start from 9-12 months

If you can't find any just cut the bottoms off the bodysuits. Jersey cotton doesn't normally fray.
