I don't get it. It's just wearing your eyeliner on the inner rim like we all did in the 1980s, with similar piggy-eyed results.

Not if you only line the top waterline! It just adds more definition at the base of your lashes and makes makeup look finished. For example if you've done a cat flick eyeliner you still have this naked waterline at the top

For tightlining you line the the roots of the lashes from underneath rather than the waterline. If you line the upper waterline it can transfer to the lower one which can make most eyes look smaller.
