Wedding help!! Arms covered, below knee, no pattern... help!!

I can't find a thing to wear for a wedding next weekend! Must hide flabby arm tops, and fat knees. Mid calf is perfect. I can't do big patterns but happy in red, green or blue. Or grey and black but never sure about them for weddings. Need shoes too. Have to be flat!! Could I get away with patent ankle boots?? Or show me some flat shoe suggestions pls?! I'm starting to panic.

Size 12-14
Budget up to £60 for dress/jumpsuit. £40 for shoes.

Not massively black tie formal but smart. Have a work awards do at a posh hotel the following week so would like it to be able to double up.
