Phillips Lumea and underarms

My lumea has worked really well on my legs and bikini line but my underarms are still growing hair. It’s about half gone but was hoping for more. What am I doing wrong? Any ideas?

Nothing, it just takes much longer in that area. The hair is especially coarse and tough.

No idea why, but underarms take longer. I used a different IPL machine than Lumea ages ago, same principle. Legs reasonably quick to see improvements, bikini line gone in 3 sessions but nothing appeared to change with underarms so I stopped doing them. Waxed and sometimes shaved for about a year then tried again and sorted in about 4 sessions and I could see a reduction from the first try. Complete mystery as to why.
I thought maybe because I never shaved bikini line (only wax), but underarms I did shave a fair bit in between waxing.
