I've got Achilles tendonitis and it's agony to walk sometimes. The recommended rest, anti inflammatories, hot/ cold packs and supportive shoes.
What does she mean? I am on my feet a lot at work and wear mostly dresses and heels. I guess heels are out but my feet look quite silly in flats.

What could I wear until it's boot season?

If heels are out, I can only suppose you have to wear flats.
Can you wear a brogue? Or do they mean something that holds the foot which might come with a heel, like this

How can feet look silly in flats. I have foot problems and need orthotics. I'm afraid you will have to bite the bullet and look at Clarks, Gabor, Hotter, van Dal - the ones with removal insoles. I also have some wicked Carvela Loafers with shiny bits.

I have a few pairs of Hotter Donna for when I need a higher heel. Please don't faint op.
