Overgrown cuticles

Why is the skin around my nails (cuticles?) growing down over my nails? I'm a regular handcream user! How do i deal with it and remove it?

Yep these are cuticles, you gently push them back with an orange stick and remove with a cuticle remover tool. Might help to soak your hands/nails and apply a bit of cuticle oil to sink in a soften before you remove.
