Very dry lips - possible eczema?

I've had a dry, slightly scaly top lip for a few weeks now. It's not responded to any of the normal balms/Vaseline etc. I don't usually get eczema but it's not unknown so it could be that. Anyone got a miracle solution?

I had huge problems with dry lips and the area around my lips. Cut a long story short, I was advised it was due to overuse of lip balms. I was prescribed a steroid ointment to use once a day and told I could use Vaseline very very sparingly if I had to. That sorted it.
